The EU Troika is expected to meet with representatives of Serbia and Bosnia and Herzegovina on the fringes of the meeting.
Serbian Prime Minister Vojislav Kostunica will present an action plan to arrest Bosnian Serb wartime leader Ratko Mladic, who is wanted by the Hague war crimes tribunal.
A source from EU president Finland said on Friday the Union expected the action plan to be strong and concrete actions to follow.
The source declined to say if the interrupted negotiations with Serbia on a Stabilisation and Association Agreement (SAA) could be resumed without Mladic in The Hague. The source said full cooperation with the Hague tribunal was necessary and that the Union would examine the situation after reviewing the action plan.
The meeting with Bosnian representatives will focus on police reform, one of the key conditions for signing an SAA.
The Council of the EU is also expected to adopt a decision on the establishment of dialogue with Montenegro on the ministerial level.
The EU foreign ministers will also discuss Kosovo.
