We are witnesses to a growing lack of trust and suspicion of citizens in institutions, against a backdrop of accumulation of belated and adverse effects which render the institutional apparatus and state services insecure and inadequate at times when strategic economic and cultural programmes and the development of European integration processes need efficient means and tools for advancement, he said.
