MINISTER GRANIC WRITES TO GHALI

ZAGREB, Nov 3 (Hina) - Croatian Foreign Minister Mate Granic today sent a letter to UN Secretary-General Boutros Boutros-Ghali, protesting against the military activity of Serb irregular forces in occupied Croatian areas and calling for the implementation of relevant UNSC resolutions. The following is the full text of the letter: "I have to express serious concerns of the Republic of Croatia regarding the most recent military developments on the occupied territories of Croatia, where the Serbian paramilitary units in UNPA Sector North are preparing a strong military offensive against the Republic of Bosnia and Herzegovina. It is absolutely unacceptable for the Republic of Croatia to tolerate such actions by self-proclaimed Serbian authorities in the occupied territories of Croatia, which they pursue against a neighbouring and friendly sovereign country, member of the United Nations, the Republic of Bosnia and Herzegovina, Croatia reserves the right to act with all appropriate means against any military involvement from its sovereign territory against the Republic of Bosnia-Herzegovina. The present situation underscores the urgent need that the Security Council finally begins implementing its own decisions, including the Vance Plan that provides for the disbandment and demobilization of all paramilitary units in the UNPAs, as well as UN SC Resolution 769 that provides for an effective control of the Croatian international borders which coincide with the boundaries of UNPAs. Furthermore, by pursuing an explicitly prohibited military offensive, the Serbian authorities on the occupied territories of the Republic of Croatia constitute are committing an extremely serious violation of the Zagreb Cease-fire Agreement of March 29, 1994. My Government considers that the highly coordinated action of the Serbian occupying forces in Croatia and the Bosnian Serbs aimed, inter alia, at destabilizing the wider region, gravely jeopardizes the territorial integrity of the Republic of Croatia and the Republic of Bosnia and Herzegovina. These actions are also clearly aimed at undermining the peace process in general, and in particular the ongoing negotiations between my Government and the self-proclaimed Serbian authorities in the occupied territories. I have to underscore once again the resolute position of my Government that any act of formal or factual political or military unification of the occupied territories of the Republic of Croatia with any entity on the territory of the former Yugoslavia shall not be tolerated."
