MOSTAR, April 5 (Hina) - The president of the Bosnian Federation
and of the Presidential Council of the Croat Republic of Herzeg-
Bosnia, Kresimir Zubak, today received a delegation of the
Organization for Security and Cooperation in Europe (OSCE), led by
Hans Peter Cleiner.
Zubak also received three ombudsmen in the Federation - Branka
Raguz, Vera Jovanovic and Esad Muhivic.
Zubak repeated his doubts that the Bonn accords on the
establishment of the Federation would be implemented by April 15.
Zubak said that the main problem was that the war was still
not over and that no comprehensive settlement had been found. "This
is the reason why both Croat and Moslem sides are reserved," he
stressed.
He said that the international community did not have a vision
of how to organize Bosnia-Herzegovina, and added that "Bosnia-
Herzegovina can survive only if it is organized on the model of
Switzerland."
Speaking of the protection of human rights, Zubak said that
more than 50 percent of Bosnian Croats had been expelled from their
homes.
Istvan Szabo, special envoy of the current OSCE chairman,
Hungarian foreign minister Laszlo Kovacs, said that the OSCE was
strongly supporting the implementation of the Washington accords.
Szabo said that there was a gap between international
organizations regarding Bosnia-Herzegovina.
Switzerland's ambassador to Croatia, Peter Trondle, described
the situation in Bosnia-Herzegovina as "unclear".
