They had been invited to the EU centre by a representative at the
European Parliament, Doris Pack, Croatian Vice-Premier Ivica Kostovic said
in Zagreb on Thursday.
Speaking would also be Transitional Administrator in the Croatian
Danubian area, General Jacques Paul Klein, head of the Croatian government
Office for relations with UNTAES, Ivica Vrkic, representatives of the
association of missing and detained soldiers "Vukovar Mothers" and
representatives of Serb displaced persons from the UNTAES-administered area,
Kostovic told reporters after his meeting with a delegation of the Croatian
Displaced Persons Association (ZPH).
"This will be an opportunity for Croatia to guarantee the fulfilment
of the Letter of Intent and a safe and stable post-UNTAES period," Kostovic
added.
ZPH president Mate Simic said that Croatian displaced persons would be
represented in Brussels by a Croatian Hungarian, Ladislav Kocis.
Asked about the appearance of displaced persons in the forthcoming
elections, Simic called on all displaced persons to vote, and said that the
idea of a unified appearance of Croatian parties in the occupied part of the
Vukovar County had failed, adding that the final agreement would be known on
Saturday, after talks between the displaced persons and parties.
The ZPH held that, besides the Serb, there should be a Croatian block
party in the Danubian area, Simic said.
Kostovic reiterated that the elections in eastern Slavonia, Baranja
and western Srijem would take place under Croatian rules, "with certain
specifications".
Elections of displaced persons in the free part of Croatia would be
"under full authority of the Croatian electoral system," and UNTAES will
control and verify them, Kostovic said, adding that General Klein would
publicise a code of conduct for the elections in the UNTAES-administered
area, saying which parties and reporters would be ensured access.
Kostovic said that comments of displaced persons that Serbs were the
only topic currently were justified and that the government would improve
its conduct towards displaced persons in the future.
Simic added that the payoff for the year 1996 for displaced persons
would begin this week.
