SARAJEVO, Jan 23 (Hina) - The Council of Ministers of Bosnia-
Herzegovina on Thursday failed to agree on provisions on a
rule book of the Council.
After a session in the National Museum's building in
Sarajevo, the Foreign Trade and Economy Minister Hasan
Muratovic told reporters that Bosnia's three-man Presidency
would be asked to make decision on the matter if no agreement
could be reached at the following session of the Council.
According to some sources, a demand by Bosnian Serbs that
deputy ministers should be equal members in the Council and
have the right to participate in the vote on every decision is
disputable. Bosnian Moslems have opposed the request.
Under the Dayton provisions of the Bosnian Constitution,
the Council is to make decisions by consensus. Therefore it is
of no importance whether deputy ministers will have the right
to vote or not.
