SARAJEVO, Jan 29 (Hina) - International mediator for the
Bosnian Federation Christian Schwarz-Schilling said in
Sarajevo on Wednesday that he was very disappointed about the
slow speed of the process of establishing democratic bodies of
authority in municipalities in the Federation of Bosnia-
Herzegovina. According to him, the greatest responsibility for
the situation lay with the highest officials of the two ruling

The problems at the municipal level best show how much
readiness there was for cooperation, Schwarz-Schilling told a
news conference in Sarajevo after his last mediating mission
whose aim was to settle the situation in Jajce and Bugojno.
He warned that there were regular small-scale dictatorial
regimes in numerous municipalities in the Bosnian Federation,
which were responsible for violations of human rights and
obstruction of the return of refugees.
This was a clear indicator of the fact that many people
see the present situation only as the continuation of war
using other means, with the aim of not yielding one millimetre
of territory or authority to the other side, Schwarz-Schilling
said.
He especially stressed that people in Germany, which had
cared for 320,000 refugees from the region of former
Yugoslavia so far, no longer had any understanding about the
fact that the refugees could not return to their homes because
of the irresponsible behaviour of politicians in Bosnia-
Herzegovina.
German tax payers refused to pay for such behaviour, he
said.
Schwarz-Schilling expressed dissatisfaction about the
situation in Bugojno (under Moslem control) where another
attempt of establishing a Transitional Municipal Council had
failed on Tuesday. He held the Moslem side responsible for
this.
He, however, expressed satisfaction about the agreement
which was reached in Jajce (under Croat control) between
Moslem and Croat representatives, under his mediation.
He stressed that this agreement opened the way for the
return of refugees to Jajce.
Schilling refuted statements from president of the
Bosnian Croatian Democratic Union (HDZ), Bozo Rajic, that the
Croat side had been deceived with the agreement.
According to Schilling, the Jajce agreement was fully ion
compliance with an agreement between heads of the HDZ and SDA
(Social Democratic Action) dating 24 January, and its
implementation had been endorsed by the president of the
Bosnian Federation Kresimir Zubak.
