Commenting on Monday's decision of the Serb entity's parliament to turn down the proposal that police forces in the two entities can cross the boundary line, the Briton said that such a decision could not have come at a worse time.
The European Commission and the international community insist on the reform of the police in Bosnia-Herzegovina so as to make them more efficient. The EC makes the start of negotiations on a Stabilisation and Association Agreement with Sarajevo conditional on the reorganisation of the police.
Ashdown pointed the finger at the Serb Democratic Party (SDS), which holds the majority of seats in the Serb entity's parliament, accusing it for halting the reforms.
"The party which was established by Radovan Karadzic (war crimes indictee on the run) is incapable of looking to the future," the international community's representative told the news conference.
He announced measures to be taken in the coming days against those accountable for the blockade of the process.
The Administration of the United States on Tuesday issued a statement expressing deep disappointment with the conduct of the government in the Bosnian Serb entity and it also accused the SDS as being liable for halting the reform of the police.
The US embassy in Sarajevo said that the United States, the biggest donor in the development of the rule of law in Bosnia, condemned the lack of readiness of Serb authorities to back the full reorganisation of the police forces in Bosnia-Herzegovina. The authorities in the Republic of Srpska are expected to offer a way out of this situation, the statement read.
