However, trading in palm oil was stalled following news Indonesia will impose an additional export tax of 28 to 30 percent on producers who fail to supply 80 percent of their output to the local market. Previously Indonesia had said it wanted producers to supply 75 percent of their output to the home market. "They are moving the goal posts again. This has been going on since the end of November and people are getting tired of trying to explain to their customers what is happening," said one trader. Originally Indonesia said eight groups could export palm oil during 1998, but this was later increased to 17 groups and in its announcement on Thursday it said that others could export palm oil but would have to pay the additional 28 to 30 percent export tax. However many traders believe the limit on exports and additional taxes will not stick as they run against the wishes of the IMF which has called on Indonesia to free up exports in return for help. "It seems...the Indonesian government wants to be seen at home to be helping its people ahead of the elections in 1998 but at the end of the day the IMF will step in and put a stop to the limits and the additional taxes," said another trader. At the close crude palm oil cif Europe was $15 to $2.50 up after Jan traded at $562.50 and Mar at $560 a tonne cif. Products closed $7.50 to $10 up with no further business reported. Coconut oil closed $10 to $12.50 down after Feb/Mar traded at $585, Mar/Apr at $595 and Apr/May at $602.50 a tonne cif in mainly dealer trading. Palmkernel oil was quoted $5 to $2.50 lower. Soft oils finished with gains of between 1.25 and 1.75 guilders after soy oil traded 125 guilders for Jan, 123.50 for Feb/Mar and 117.75 guilders for May/Jul a 100 kilos fob ex-mill. Rape oil fetched 121 and 122 guilders for May/Jul and 113.50 guilders for Aug/Oct a 100 kilos fob ex-mill.
