DUBLIN, Sept 28 (Hina) - An international conference on law-
enforcement assistance to Bosnia-Herzegovina began in Dublin on
Saturday with opening remarks by UN Undersecretary for
peacekeeping operations Kofi Annan.
The aim of the conference is to raise funds for implementing
a programme of restructuring the police forces of Bosnia-
Herzegovina's Croat-Moslem and Serb entities.
Annan said that it was "absolutely vital" for the
reconstruction of the country to transform the police forces of
both entities from state control bodies into public services
which would apply democratic principles based on human rights
protection.
Of 41 countries invited, about 30 responded to the
invitation and were participating in the conference. Annan called
on them to cover the costs of equipment and training of the
police forces.
