He added that the municipal elections would be the most
complicated and most disputable.
After consultations with local and international
representatives in charge of the implementation of the peace
agreement in Bosnia, he had decided to postpone the municipal
elections because of many registered obstacles and irregularities
on the part of certain parties, participants in the electoral
process, Frowick said.
Ireland, presiding the European Union, expressed understanding
for the motives of the postponement, but stressed that the
municipal elections should be held as soon as possible.
Croatian Mission chief with the Organization for Security and
Cooperation in Europe (OSCE) in Vienna Darko Bekic expressed
dissatisfaction with the postponement of the municipal elections.
He stressed that voters could be expected to adjust their
votes according to the results of elections from September 14.
"The decision to postpone the municipal elections will not
contribute to their higher level of democracy, but will only
increase the political disorder and disputes among ethnic
communities," Bekic said.
