IFOR, OSCE and other international organizations which were
participating in the implementation of elections had drawn up a
safety plan which is to protect the integrity of the electoral
process and peaceful voting, and on the day of the elections,
September 14, the apprehension of a person would be possible only
if that person committed some crime on that day, Miglierina said,
adding that four thousand polling stations in Bosnia would be
supervised by 12,000 OSCE observers.
Speaking about an agreement on the procedure of the elections
and the freedom of movement which is to be signed on Wednesday by
heads of the Federation Interior Ministry and the Republika Srpska
Interior Ministry, Roberts expressed concern about several persons
held in Moslem and Serb prisons.
He added that the international police had received several
complaints by Moslems, members of parties in opposition to
Izetbegovic's democratic Action Party (SDA), that they had
experienced various forms of maltreatment such as imprisonment and
physical abuse.
Brook said that, besides regular military security tasks, IFOR
would ensure logistic support and communications, and would
directly become involved in the implementation of safety measures
during the elections.
There would be check-points and patrols, as well as groups for
quick interventions in case of serious incidents or conflicts,
Brook said.
