Europe (OSCE) spokeswoman in Sarajevo Agota Cupermann said on Monday. The Electoral Commission especially discussed voters who had been registered on the basis of the P-2 list which allows them to vote in any municipality, notwithstanding their place of residence in 1991.

The Electoral Commission especially discussed voters who had

vote in any municipality, notwithstanding their place of residence

At this moment it was difficult to say what the final decision
might be, but if elections on the level of municipalities were
canceled, they would be canceled in all municipalities, Cupermann
said.
IFOR spokesman in Bosnia Bratt Boudreau on Monday confirmed
that the first larger group of international observers who would
observe the September elections was to arrive in Bosnia on
Wednesday.
Some 400 out of 1,200 observers are to arrive in Sarajevo who
are to be deployed at 29 locations in the country's interior,
Boudreau said.
IFOR troops are to ensure accompaniment for the transport of
22,500 polling boxes to the centres of local electoral commissions
late this week and the rest of the necessary equipment will be
transported to the future polling stations in the next few days.
