MOSTAR, March 10 (Hina) - In line with a decision of the EU Administrator of Mostar Hans Koschnik of 8 March, the EU Administration had taken over direct authority over the central city district, a statement from the EU Administration
of Mostar said on Sunday. According to Koschnik's decision, 'all decisions and permissions relating to the central city district will be issued by the authorised bodies of the EU Administration of Mostar'. In cases in which it is unclear who has the authority, the issue would be solved by a city administration department.

Administration had taken over direct authority over the central
city district, a statement from the EU Administration of Mostar
said on Sunday. According to Koschnik's decision, 'all decisions
and permissions relating to the central city district will be
issued by the authorised bodies of the EU Administration of
Mostar'. In cases in which it is unclear who has the authority, the
issue would be solved by a city administration department. #L#
Local authorities are obliged to provide necessary information
to the EU Administration as well as to provide indispensable
documents and allow the checking of documents, the statement said,
adding that 'if a department is not able to reach an unanimous
decision, the Administrator is authorized to do it'. This
regulation is valid until municipal bodies are formed.
The statement also reports about preparations for the
establishment of the city council and election of the city mayor. A
working group would be formed with the aim to provide good working
conditions for the city council and the mayor. The group would
prepare proposals for the organisation of the city administration,
discuss materials which will be sent to the city council for
approval and stand at mayor's disposal. The mayor would have the
main role in the new city administration. The working group would
be named by the EU Administrator of Mostar and it would consist of
seven members, Mostar residents.
The working group would have tasks which are determined by the
city statute. The head of the city administration will be one of
its members and its president. The EU Administrator would name two
members of the group who will be deputies of the head of the
working group.
