SARAJEVO, Feb 14 (Hina) - The talks on Mostar can be held only on
the initiative and under the chairmanship of EU Administrator of
Mostar Hans Koschnik and their subject can only be the ways of
implementing Koschnik's decision on the organisation of the city,
Bosnian President Alija Izetbegovic said in a statement Wednesday.

President Izetbegovic had talked yesterday with Croatian
President Franjo Tudjman about the functioning of the Federation of
Bosnia-Herzegovina and especially about the situation in Mostar,
the statement said, adding the Bosnian President had discussed the
same problems with eastern Mostar Mayor Safet Orucevic.
President Izetbegovic had accepted in principle President
Tudjman's proposal to solve all open questions through a dialogue,
but only if two requirements were met.
'In case the talks are held, they should include all questions
regarding the functioning of the Federation - first of all, freedom
of movement and religious and political practice as well as the
return of refugees and the establishment of a federal police force
and customs stations on the borders'.
'As regards Mostar, the talks can be held only on the
initiative and under the chairmanship of EU Administrator of Mostar
Hans Koschnik. They should also concern only the ways of
implementing Koschnik's plan for Mostar'.
If those two requirements were met, the talks could start
immediately, Izetbegovic said, adding that it would be useful if
along with the Federation's leadership, the talks could also be
attended by one representative from Croatia and Bosnia-Herzegovina
each and perhaps even from the European Union and the United
States.
