Admiral Smith warned that the federal project was extremely
fragile at the moment, stressing the situation in Mostar. The
situation in Mostar showed that there were still dangerous and deep
problems and that their solution depended mainly on the political
will of the signatories to the peace agreement.
Commenting on the current situation in Sarajevo suburbs, Smith
said that neither the Government in Pale nor the Bosnian
authorities had done everything that was necessary to prevent the
mass emigration of Serb population.
An order to NATO soldiers to arrest war crimes suspects in
case they encountered them, was still valid.
The main IFOR headquarters would ask from The Hague Court to
provide additional information on all suspects, including their
detailed descriptions and better photos, Admiral Smith said.
'So far we have managed to considerably improve freedom of
movement in the whole of Bosnia-Herzegovina, although it is still
limited for the civilians', the U.S. admiral said.
