SARAJEVO, Feb 9 (Hina) - The President of the Federation of Bosnia- Herzegovina, Kresimir Zubak today sent an open letter to members of the Bosnian Presidency, in which he warned of a serious violation committed against the
Federation's Constitution and law on Republic ministries and other Republic administrative bodies. The Bosnian Presidency had founded an Investigation and Documentation Agency (which fulfilled national security tasks), although the law on Republic ministries did not concern such services. The Bosnian Federation made the decision regarding the founding of the Agency on 12 January. The decision took effect immediately.

Zubak warned that if the Bosnian Presidency failed to evoke
the decision, it would not be possible for the law on the
Federation's Interior department to be respected.
'There is no legal basis for the founding of a new service,
especially of an agency with such a large area of authority, like
taking actions against terrorism and illegal drug trafficking,'
Zubak's letter to the Presidency said.
