After the meeting with the EU Administrator the Bosnian
Federation President Zubak said that the decision of Koschnik on
the organization of the city of Mostar should be based on three
documents - the constitution of the Federation, the Brussels
memorandum on Mostar and the Dayton peace agreement on Bosnia.
Zubak said he had told Koschnik that the Federation's
Constitution made no mention of a category of district, which the
EU Administrator suggested in his decision. However, if Bosnian
Croat and Moslem officials in Mostar agree on the so-called
district (a central zone), it will be necessary to initiate a
procedure to add that category into the constitution, according to
Zubak.
In respect of boundaries of future six Mostar municipalities,
Zubak held that their definition should be based on the 1991
census.
The Federation Vice President Ganic described the situation as
good, following the talks with Koschnik, and added that talks had
not dealt in detail with the future municipalities.
Steiner said the EU Administrator had informed them about the
latest developments in Mostar and about his planned activities in
the coming days.
"We have encouraged Koschnik in his work," the EU official
said adding that he had conveyed to Koschnik the support from
Croatian President Franjo Tudjman.
