"One can hardly get such an impression after certain moves and
decisions which hindered the implementation," the author says,
pointing out several examples which had fuelled the suspicions of
the agreement's viability.
"Most serious blow, the Accord has sustained so far, came from
Carl Bildt, appointed High Representative for civilian issues.
Although it was stipulated that all of the Sarajevo area be
reverted to the government control by last Saturday, Bildt extended
the Serb control in the 'Serb' parts of the city for another 45
days, turning the blind eye to government's protests.
"These 45 days, the Serbs have been granted for extended
occupation, would not be much of a problem, if such a decision was
not a sign of something else: a warning that we are going to face a
silent obstruction of Dayton and that IFOR military force, except
Americans, and the policies behind it -- are actually only
disguised UNPROFOR, revealing the same indecisiveness, bias and
persistence in ensuring that nothing what been agreed is
implemented thoroughly as it had been agreed.
"And that is exactly what was always convenient for the
aggressor," the comment piece says.
