ZAGREB, Jan 22 (Hina) - Croatian Vice Premier Ivica Kostovic today

The Croatian Vice Premier said that the return of displaced
persons to the Croatian Danubian area would be conducted by a
commission including representatives from UNHCR, Croatian
Government Office for Displaced Persons and Refugees and
Transitional Administration as well as local Serb representatives.
The Croatian side proposed that the whole process start with
the return of those Croats whose houses did not have new occupants
and that the displaced return to those places which could be
reconstructed quickly.
The most important precondition for the return of the
displaced was safety, Kostovic said.
Croatian government representatives in the Transitional
Administration had merely advisory and not executive role, Kostovic
said, adding that the main administrator had the executive role.
Jambor said that the UNHCR would provide help to those people
who have the right to return as well as to those who have the right
to stay.
Kostovic and Jambor also discussed the return of Bosnian
refugees. The Croatian Office for Displaced Persons and Refugees
would try and slow down their return so that the establishment of
the Federation of Bosnia-Herzegovina would not be hampered by a too
sudden return of refugees, Kostovic said.
Today's talks between Vice Premier Kostovic and the head of
the UNHCR mission in Croatia, Pierre Jambor, were also attended by
the new UNHCR representative for former Yugoslavia, Jessen
Petersen.
