Decision on Salary Policy in 1996, which froze salaries in state-
owned companies on the level of December last year. In contrary,
'mass public protests' would be organised, the URSH leadership told

URSH President Boris Kunst said that the Government's decision
violated the principles of market economy and prevented collective
negotiations, adding that the freezing of salaries was an attack
against the already low living standard of Croatian workers.
