PLAVSIC SUPPORTERS FULLY CONTROL SITUATION IN BANJA LUKA

SARAJEVO, Aug 21 (Hina) - Policemen backing Republika Srpska President Biljana Plavsic on Thursday took over control in the Banja Luka area after the International Police Task Force, backed by the Stabilization Force, searched all police buildings and seized large quantities of unauthorized arms. UN spokesman in Sarajevo Aleksandar Ivanko told reporters on Thursday that more than 80 percent of the former police make-up continued to operate even under the new command appointed by Plavsic. There were indications about police commanders in various parts of Republika Srpska for whom "the constitution was more important than the orders of Interior Minister Dragan Kijac", he added. According to SFOR spokesman John Blakeley, some 250 NATO soldiers were still deployed in front police buildings in Banja Luka where, he said, the situation was calm. Blakeley said General Shinseki, SFOR head commander, yesterday clearly told Bosnian Serb representative Momcilo Krajisnik that he (Krajisnik) would be held personally responsible for any possible incident directed against soldiers of NATO or the IPTF. The SFOR spokesman confirmed that yesterday SFOR members disarmed the Sixth Battalion of the special police based in Rakovicke Bare near Banja Luka, blocking its members and forbidding them any movement. According to Blakeley, that police unit was faithful to authorities in Pale. UN spokesman Ivanko confirmed a significant amount of unauthorized arms, ammunition and various equipment, including terrorist, was discovered during yesterday's search of police buildings in Banja Luka. Some of the found material was more appropriate for James Bond movies than for a police station, he said, such as 12 explosive pens, C-4 plastic explosive devices and a UN licence plate. After the SFOR and IPTF's action in Banja Luka, Pale radio and television called SFOR soldiers occupying forces, while Plavsic was called the vilest traitor in history. Stojan Davidovic, the recalled head of the Banja Luka police, complained in front of the cameras that "40 years ago my father fought Krauts, and now another Kraut (deputy IPTF commissioner Werner Schum) comes to sack me". Spokesman for the international high representative's office Duncan Bullivant said the attitude of Pale media had to be answered to. Diplomatic circles in Sarajevo announced the international community would not restrain from using electronic obstruction to radio and television broadcasting from Pale if they continued to endanger the peace process.
