TRAVNIK, Aug 11 (Hina) - UNHCR's special envoy in Bosnia-Herzegovina
Rene von Rooyena on Monday chaired a meeting in Travnik (central BH) on
the application of the Sarajevo Accord on the Central Bosnia Canton, signed
on the highest federal level in the BH capital on 5 August.
The principal topics of the meeting were a plan on the return of all
refugees and displaced persons to the Central Bosnia Canton, the return of
Bosniaks (Muslims) who had to abandon their houses around Jajce earlier
this month, and the establishment of a working commission for the
enforcement of the return of refugees and displaced to the Canton.
Taking part in today's meeting were officials of the office of the
international high representative for BH, the Organization For Security and
Cooperation in Europe, the International Police Task Force, the Stabilization
Force, the prefect of the Central Bosnia Canton, Ivan Saric, and his deputy,
Adnan Terzic, the federal minister for refugees, Rasim Kadic, and his
deputy, Damir Ljubic, and the Central Bosnia Canton minister for refugees,
Vikica Mijic.
It was agreed that the working commission would be composed of
one representative of UNHCR, OSCE, the office of the high representative,
IPTF and SFOR, two assistants to the federal minister for refugees, the
Canton's minister for refugees, two assistants to the Canton's interior
minister, the prefect and his deputy. At the head of the working commission
will be the head of UNHCR's office in Zenica, Jean-Michel Goodstricker.
It was concluded that, after talks with senior Croat and Bosniak
officials in the Central Bosnia Canton's 11 municipalities, the Canton's
government would be acquainted with the mentioned plan early next week,
while the plan would be submitted to top federal and international
community officials by 25 August at the latest.
The return of Bosniaks to Jajce was discussed as a special issue. At
the proposal of the federal minister for refugees, Kadic, it was concluded
that the return of ten families (of the 300-400 in question) per village to the
Jajce-surrounding villages of Kruscica, Lendici, Bucici, Sibenica and parts of
Divicani by the end of the week would be feasible.
Croat and Bosniak leaders of Jajce, Ivo Saraf and Enver Sabic, would
draw exact lists of persons for this return on 12 August, in cooperation with
the Canton's authorities, while the day after, these lists would be sanctioned
at a meeting with the Canton's prefect Saric and his deputy Terzic.
In a statement to be issued later, Saric and Terzic will, in line with
obligations from the Sarajevo Accord, call on all refugees and displaced
persons to return to the Central Bosnia Canton. Saric said he had already
done so last week, but, as he added, his statement had been completely
ignored by Bosniak media.
"Endorsing the whole project, I still believe that, alongside the return
of all 90,000 refugees and displaced persons, of whom more than two thirds
are Croats, it is equally important to establish a cantonal police as soon a
possible and parallely, judiciary authorities", Saric said.
