TRAVNIK, Aug 4 (Hina) - The head of the Mostar Regional Office of the
Organization for Security and Cooperation in Europe, Edward Joseph, on
Monday held talks in Travnik with the prefect of the Central Bosnia Canton,
Ivan Saric, and deputy prefect Adnan Terzic. The talks focused on the
serious situation in Jajce after an unorganized mass return of Bosniaks and
relative incidents.
OSCE would do everything so that dialogue in Jajce could continue,
Joseph told reporters, adding that prior to that they would put an ultimatum
that law and order be reinstated in the area, and conditions provided for the
continuation of the people's return to their houses.
Deeply regretting the death of a Bosniak and all the incidents which
took place in Jajce over the weekend, the prefect of the Central Bosnia
Canton Saric warned that UNHCR, as the organizer, had neither notified the
cantonal authorities nor consulted about the Bosniaks' return to Jajce with
the cantonal ministries for refugees and the interior. This created
circumstances in which unwanted incidents could occur, Saric stressed.
"Also contributing to all this is the situation in which the Bosniak side
in the canton obstructs the introduction of a joint police and the
establishment of a cantonal juridical system", Saric said. "Yet I believe that
with joint efforts we will stop such tragedies and (enable) everyone to return
(to their homes), but in an organized and safe way", he added, and
announced the Croat side in the Central Bosnia Canton would soon propose
an initiative called "Open Canton".
Deputy prefect Terzic said the incident in Jajce helped opponents to
the BH Federation. Asked if revenge seeking on the Bosniaks' part on
Bosniak-controlled territory was possible, Terzic said "Revenge seeking is
possible. But we have done everything to prevent it."
