SARAJEVO, Sept 2 (Hina) - The international mediator for Bosnia-
Herzegovina, Christian Schwartz-Schilling, has drawn up a special
list of municipal officials from the Federation of BH who are
opposed to the implementation of the Dayton Accord and against whom
action will soon be taken to have them removed from their
positions.
In a brief interview for the Sarajevo daily newspaper
"Oslobodjenje", Schwartz-Schilling stated that he had prepared a
"black list" of those politicians who were not adhering to promises
made earlier and most especially with regard to the return of
refugees. Officials from Vitez and Bugojno headed the list.
The German diplomat said that he would request the international
High Representative Carlos Westendorp to punish those responsible
if, by September 9, 25 Bosniak (Muslim) families did not return to
the village of Donje Gacice as had been agreed to earlier with
Ambassador Hanns Schumacher.
"Croat extremists, some of whom are HDZ (Croatian Democratic Union)
municipal officials in Vitez spreading hate and talking nonsense
about an Islamic State which is being created by fundamentalists,"
Schwartz-Schilling said stressing that this region could not be
allowed to turn into the wild west.
He positively evaluated the progress which had been achieved with
the return of refugees to Prozor where 250 Bosniaks had returned.
This, however, has not brought about a speedier return of Croats to
Bugojno.
Bugojno Mayor Dzevad Mlaco has been put on the "black list" because
he is considered responsible for the non-integration of Croats to
municipal administrative bodies.
Schwartz-Schilling announced he would take steps against the
Bosniak authorities in Vares and the municipal head in Gornji Vakuf
as well as leaders in the Posavina Canton which to this day has not
changed the cantonal symbols.
The international mediator for BH also said that he was shocked
about the news that the Croatian Defence Council (HVO) was
participating in the elections in BH by threatening members of some
parties.
Those responsible for these actions should also be included on the
international community's "black list", Schwartz-Schilling said.
