ZAGREB, Aug 26 (Hina) - The UN High Commissioner for Refugees
(UNHCR) continues to express concern over the absence of further
instructions and information necessary for local bodies in charge
of implementing the programme for the return of refugees.
This is especially true for the work of housing commissions, UNHCR
spokesman, Andrej Mahecic, said in Zagreb on Wednesday.
"We are aware that August is a time for vacations, but we expect us
to hold a meeting with Croatian government representatives as soon
as possible. The UNHCR reiterates its readiness to help the
government, on a local and national level, to enable the programme
for the return to be implemented as efficiently as possible,
Mahecic said.
Spokesman for the Organisation for Security and Cooperation in
Europe (OSCE) mission in Croatia, Mark Thompson, stressed that,
despite the fact that certain housing commissions had not received
working instructions, there was no reason for them not to begin
functioning, especially in gathering documentation from previous
housing commissions and evaluating the property they had managed.
Mahecic announced that another 34 Serbs would return to Croatia
from the FR Yugoslavia on Thursday, in line with the programme of
voluntary return.
A total of 10,639 persons have by August 23 requested to return to
Croatia, in line with the Croatian government programme for the
return and accommodation of refugees. So far, 2,697 requests have
been answered positively, Mahecic said.
Speaking about the media coverage of next month's general elections
in Bosnia-Herzegovina, Thompson said Croatia was one of the
signatories to the Dayton Agreement, so Croatian media must follow
the codes of conduct for media and reporters. These codes are
important for the implementation of free and fair elections in
Bosnia-Herzegovina, according to the Temporary Electoral
Commission which was established in line with the Dayton
Agreement.
Spokeswoman for the UN civilian police in the Croatian Danube River
region, Kirsten Haupt, said the number of incidents in the past week
had somewhat decreased in comparison to the week before.
A total of 39 incidents have been registered, out of which 17 were
ethnically-based, and 22 concerning the issue of tenants rights.
