OSCE SENDS OUT POSTAL VOTING PAPERS FOR BOSNIAN ELECTIONS

( Editorial: --> 3005 ) SARAJEVO, Aug 11 (Hina) - The Organisation for Security and Cooperation in Europe (OSCE) announced on Tuesday that ballot papers have been sent for voters outside Bosnia-Herzegovina taking part in next month's general elections. OSCE spokeswoman Nicol Schultz said the postal voting papers had been mailed to the addresses of voters on August 5. These papers were sent from the OSCE headquarters in Vienna and as soon as voters receive the papers they can vote and send their papers back to Vienna, Schultz said. Regarding Bosnian citizens currently living in Croatia and the Federal Republic of Yugoslavia, Schultz said they could not vote by mail but would be able to visit authorised polling stations in the two countries which would be opened on the election days on September 12 and 13, just like those in Bosnia-Herzegovina. She said the OSCE had no complaints about the course up to now of pre-election campaigning in BH. However, it believes candidates and parties, of which together with coalitions and alliances there are 82, have not presented themselves to voters in a sufficient matter. They have not made an effort to tell the citizens of this country what their vision is in resolving the numerous problems which have accumulated. (Hina) mbr 111811 MET aug 98
