ZAGREB, Oct 27 (Hina) - The House of Representatives started a debate on the final election bill on Wednesday. Speaking about the bill, Vladimir Seks of the Croatian Democratic Union (HDZ) parliamentary bench said the proposed
solutions should ensure just representation of the electorate and political parties, as well as a concentration of political forces which would lead to a stable parliament and government, which was the reason for introducing a prohibitive clause of five per cent.
ZAGREB, Oct 27 (Hina) - The House of Representatives started a
debate on the final election bill on Wednesday. Speaking about the
bill, Vladimir Seks of the Croatian Democratic Union (HDZ)
parliamentary bench said the proposed solutions should ensure just
representation of the electorate and political parties, as well as
a concentration of political forces which would lead to a stable
parliament and government, which was the reason for introducing a
prohibitive clause of five per cent. #L#
Seks said all parliamentary parties participated in harmonising
the bill. He spoke about some new elements that were included in the
bill after the first reading, such as the introduction of a list for
representatives of autochtonous minorities, the non-fixed quota
for Croatian citizens without permanent residence in Croatia, and
the possibility of election monitoring.
Along with the law on electoral units and the programme rules of
Croatian Radio Television (HRT) for covering the elections, the
election law should be such so that on the legislative level any
chance of doubt regarding a fair election is avoided, Seks said.
The debate on the final election bill is being observed by
representatives of non-government organisations such as the
coalition Vote 99, Croatian Legal Centre, Croatian Helsinki
Committee, and the organisation called Organised Election
Monitoring by Citizens (GONG).
Before the beginning of today's session, GONG members in front of
the Sabor building distributed leaflets and copies of an amendment
to the election bill demanding more precise regulations regarding
the monitoring of the voting process and the whole election
procedure.
