ZAGREB, Oct 22 (Hina) - The final bill on electoral units for the election of representatives to the Croatian Parliament Lower House envisages 12 electoral units. According to the bill, Croatia would be divided into ten constituencies
with an approximately equal number of voters - between 363,161 (the fourth constituency) and 390,062 (the second constituency). Croatian citizens without permanent residence in Croatia would elect their representatives in the 11th constituency. Members of Croatia's autochtonous national minorities would elect their representatives in a special constituency, which would be made up of the whole of Croatia. According to a previous version of the bill, Croatia was divided into nine constituencies, and the tenth, separate electoral unit, was intended for Croatian citizens living outside of Croatia. According to the bill, Croatia would be divided into ten

According to a previous version of the bill, Croatia was divided
into nine constituencies, and the tenth, separate electoral unit,
was intended for Croatian citizens living outside of Croatia.
According to the final version, parts of the City of Zagreb, which
accounts for one fourth of Croatia's population, would enter four
electoral units. Combined with some parts of the surrounding area,
i.e., Zagreb County, parts of the City of Zagreb would enter the
first and second electoral units.
Parts of the City of Zagreb and Zagreb County and the whole of Sisak-
Moslavina County (south-east of Zagreb) would make up the sixth
electoral unit. Parts of the City of Zagreb, Zagreb County,
Karlovac County (south of Zagreb) and the eastern part of Primorje-
Gorski Kotar County would make up the seventh electoral unit.
The three north-western counties - Krapina-Zagorje, Varazdin, and
Medjimurje - would constitute the third electoral unit.
The fourth electoral unit would consist of the northern Virovitica-
Drava County and the eastern Osijek-Baranja County.
Another three eastern Croatian counties - Pozega-Slavonia,
Slavonski Brod-Sava, and Vukovar-Srijem - would constitute the
fifth electoral unit.
The northern Adriatic Istria County would, together with the
western part of Primorje-Gorski Kotar County (Rijeka Port,
islands) make up the eighth unit, whereas the ninth electoral unit
would include the southern Croatian counties Lika-Senj, Zadar,
Sibenik-Knin and the northern part of Split-Dalmatia County.
The southern-most Dubrovnik-Neretva County and the southern part
of Split-Dalmatia County would make up the tenth unit.
