The agreement stipulates that the mayor and deputy mayor of Mostar
should by September 15 employ a staff to issue property documents in
the Central town zone.
Refusing to sign the agreement after exhausting whole-day talks of
Croat, Bosniak and international officials, Prskalo said the
provision on issuing property decisions in the central zone was
introducing a seventh municipality.

international officials led by Schilling and the Bosnian

After ten hours of unsuccessful talks, Schilling said he was
concerned with what he had seen at the talks.
Schilling criticised the Croatian Democratic Union (HDZ) of
Bosnia--Herzegovina, saying the party was continuing its
territorial policy.
According to Schilling, the HDZ is more interested in political
games than making life for people easier.
He added the HDZ politics retrograded the entire region.
With politicians such as Mostar's mayor Ivan Prskalo, Capljina
municipal head Krunoslav Kordic and president of the Jablanica
municipal HDZ committee Ivan Rogic, this part of Bosnia-
Herzegovina can hardly become a part of modern Europe, Schilling
stressed.
He held talks with Kordic and Rogic on Wednesday.
The political tactics of these HDZ leaders which we have seen in the
past two days are detrimental to both Croats and Bosnia-
Herzegovina, Schilling said, stressing those who did not fight for
the goals of modern Europe would remain isolated.
He said he would submit a report to the Office of the High
Representative to Bosnia-Herzegovina and hold serious talks with
the Croat leadership in Bosnia-Herzegovina.
Prskalo said he was surprised with such Schilling's statements and
said they were unfounded.
Safet Orucevic said Schilling tackled key problems which prevented
the unification of Mostar and Herzegovina-Neretva Canton.
He held the agreement on Mostar was not harmful for any ethnic
group's interest in the town, and expressed regret that the Croat
side had not signed it.
