million convertible marks, as proposed by the federal Government.
Most MPs held the mooted amounts were not sufficient to cover even
the minimal necessities, which was agreed on by Finance Minister
Dragan Covic.
He, however, stressed the proposed amounts must remain as they are,
as it was not realistic to increase the budget. International
financial institutions assisting Bosnia's and Bosnian
Federation's economic rehabilitation also demanded the budget's
restrictive dimension.
According to assessments done by federal ministries before the
parliamentary discussion, the true needs of budget users were
somewhere between a billion and 300 million marks.
The biggest budgetary user is the Defence Ministry. For defence
preparations and training and equipping the federal Army, as well
as other expenses, the budget holds 368 million marks, although at
least 900 million wee requested with an explanation that this would
only cover the essentials.
The budget for the first time envisages the financing of security
services with 12 million marks.
