ZAGREB, Nov 13 (Hina) - If an annex to the Agreement on cooperation
between six parties in the ruling coalition, which Drazen Budisa of
the Croatian Social Liberal Party (HSLS) has suggested, should
serve to maintain the coalition, the Croatian People's Party (HNS)
will support it, said HNS President Vesna Pusic on Monday.
According to Pusic, at a recent meeting of ruling parties' leaders,
HSLS President Budisa has suggested that an obligation be signed by
the six parties' heads on not forging any coalition in the House of
Representatives outside this coalition and on assuming commitment
to maintaining the current coalition in the parliament's lower
house until the expiry of their term of office.
If his proposal refers to that, the HNS supports and will have
nothing against it, Pusic told Hina commenting on Sunday's
interview Budisa gave to the Croatian television when he stressed
that it would be necessary to adopt the annex.
The HSLS leader believes the annex should envisage as many
situations when the six parties could encounter disagreement as
possible and as many mechanisms for their settlement as possible.
Budisa's announcement of the annex should be considered in the
context of events preceding the voting on the constitutional
amendments when two hours prior to their adoption problems occurred
within the six-party coalition and when Budisa was outvoted, a
Vice-President of the Istrian Democratic Alliance (IDS), Damir
Kajin said today.
A Vice-President of the Liberal Party (LS), Zlatko Kramaric was
suspicious about Budisa's initiative on the elaboration of the
agreement the six-parties had made before the election.
Budisa's motives are not clear for Kramaric who maintains that pre-
election agreements of the six parties contain no vague points
which may urge the adoption of the annexe.
The Croatian Peasants' Party (HSS) President Zlatko Tomcic is not
against the idea about the annex. But it is now just an idea which
appeared in a discussion on constitutional changes at the co-
ordination of the six parties, Tomcic told Hina.
The only purpose of the idea is to remove possible "stumbling
blocks" in the functioning of the six-party coalition, he said.
Asked about the idea that it should be defined that all parties in
the coalition should be bound to stay together until the expiry of
the office, Tomcic said nobody could be forced to remain in the
coalition. But I do not expect that anybody would leave the
coalition, the HSS President and Sabor Speaker added.
