Racan told Croatian Radio.
Budisa, president of the Croatian Social Liberal Party, the second
strongest in the ruling coalition, told Croatian Television on
Sunday the six parties should sign an annexe to the coalition
agreement in view of avoiding conflicts and disagreements within
the coalition in the future.
Racan, president of the Social Democratic Party (SDP), the
coalition's strongest, said today the new situation called for
discussing how the coalition could act more effectively, how the
institutions - the government and parliament - in which the
coalition acted and decided, could be made more accountable and
efficient.
"The coordination of the (six) party presidents can only help in
that, but must not take the place of the government or parliament,
where decisions are made," he said.
According to Racan, it will also be important to establish an
adequate method for exchanging opinions, agreeing on and
harmonising steps not only along the line of the government and
parliament, but that of the president of the republic too.
Racan said this did not mean the future would hold no problems in
store. The problems which need solving are so complex that
differences and conflicts as to their solving among the parties are
possible, he said.
He believes the issue should be made democratic, namely that
differences should be shown without hesitation, that citizens
should see that problems can be solved in various ways.
The ruling coalition comprises SDP, HSLS, HNS (Croatian People's
Party), HSS (Croatian Peasants' Party), IDS (Istrian Democratic
Assembly), and LS (Liberal Party).
