ZAGREB, March 31 (Hina) - Croatia's Premier Ivica Racan strongly recommends that a future law on secret services ensure the strict control of their works, so that secret services can no longer be misused. According to Racan, the
President of the Republic should have general control of and influence on the work of intelligence services, the Government as the executive power should be in charge of managing and harmonising their work, and the Sabor should have democratic control, just as in most parliamentary democracies.

recommends that a future law on secret services ensure the strict
control of their works, so that secret services can no longer be
misused.
According to Racan, the President of the Republic should have
general control of and influence on the work of intelligence
services, the Government as the executive power should be in charge
of managing and harmonising their work, and the Sabor should have
democratic control, just as in most parliamentary democracies.#L#
"I advocate that secret services can no more be misused against the
democratic right of citizens, and that they will no longer control
politicians, journalists or many others," Racan told the flagship
information programme ("Dnevnik") of the Croatian Television on
Friday evening.
He accentuated that he was primarily in favour of the strict control
of secret services.
Premier added that it was necessary to re-organise those services
and cut their number to a normal level.
"There were too many secret police and too much money was spent for
that futile and undemocratic job," he said.
He stressed that the central issue was how to prevent the misuse and
how to control secret services, whereas the system itself is of less
importance.
