ZAGREB, Jan 17 (Hina) - The electoral headquarters of presidential
candidate Drazen Budisa on Monday issued a statement saying it has
requested that the Constitutional Court annul part of Obligatory
Instructions IV regarding the possibility of reducing the number of
party monitors during the upcoming presidential election.
According to the disputed instruction, an electoral body can reduce
the number of party monitors if space or other compelling reasons do
not allow simultaneous monitoring by all observers.
The Croatian Social Liberal Party (HSLS) believes that this is not
in line with the Law on Presidential Elections and it refers to an
explicit provision of the Law according to which registered
political parties, which have nominated presidential candidates,
have the right to appoint their monitors who will supervise the work
of electoral bodies.
The Law, Budisa's headquarters said in the statement, does not
provide for cases where electoral bodies would be authorised to
strip party monitors of their right to supervise the work of
electoral bodies, i.e., impose restrictions on their exercising
their right.
