Implementation Council (PIC) for Bosnia-Herzegovina has approved
the re-organisation of international organisations in Bosnia. This
marks the beginning of a new, final stage of the implementation of
the Dayton Agreement.
During the PIC steering board meeting in Brussels on Wednesday and
Thursday, High Representative Wolfgang Petritsch was authorised to
establish a special body - currently called "the cabinet" - which
would gather the heads of all important international
organisations in Bosnia.
Ambassador Petritsch will chair the cabinet which will include the
head of the UN Mission to Bosnia, Jacqes Klein, and the head of the
Organisation for Security and Cooperation in Europe's (OSCE)
Mission, Robert Beecroft. This "supra-government" in Bosnia will
pass decisions which will be implemented by four working groups.
The working groups will function as bodies which will unite
projects, funds and personnel, which were so far led by various
international agencies and organisations, without much
coordination.
According to some announcements, the total number of international
staff currently working on the implementation of the civil part of
the Dayton Agreement in Bosnia would be reduced by at least 30
percent by 2003.
