ZAGREB, Dec 18 (Hina) - The latest draft law on Croatian Radio and Television (HRT), which is in parliamentary procedure, is an improvement over previous drafts and with a few changes might provide a good foundation for the new law,
the OSCE Mission to Croatia said on Wednesday.

The latest changes are a clear step towards an acceptable legal
framework for HRT's transformation into a genuinely public
electronic medium, Ambassador Peter Semneby said in a letter to
Croatia's culture minister.
This assessment is based on an analysis of the newest draft law by
OSCE media advisor Karol Jakubowitz, the Mission said in today's
statement. Professor Jakubowitz suggested what the draft should
contain.
He visited Croatia on November 8-10 in his capacity as advisor to
the OSCE representative for freedom of the media to offer the
Croatian government technical assistance in the adjustment of
electronic media legislation to European standards, read the OSCE
statement.
On Nov. 28 Jakubowitz drew up a comprehensive study of the draft law
which was forwarded to competent government officials.
The government sent the new draft into parliamentary procedure on
December 5. Jakubowitz examined the amended text and drew up a new
analysis for the OSCE and the government.
The professor's latest analysis suggests changes aimed at
reinforcing the independence of the HRT Council and ensuring the
programme independence of radio and television.
One of the priorities in the analysis is the passing of an
electronic media law which would be harmonised with European Union
and Council of Europe guidelines and provide the basis for a
democratic organisation of public and private electronic media.
