Stating that the meeting was taking place in a decisive moment for
the Organisation for Security and Cooperation in Europe, Da Cruuz
reiterated that the OSCE's priority was to adjust and find ways to
fight terrorism and other related forms of international crime as
successfully as possible.
Da Cruuz welcomed on behalf of the OSCE's Portuguese presidency a
decision to define a strategy for the fight against threats to
security and stability in the 21st century, one of the documents
that are expected to be adopted during the two-day summit in Porto.
Another important document is the OSCE charter on the prevention of
and fight against terrorism, which the ministers and ministerial
representatives from the 55 member-countries should adopt as
well.
Following Da Cruuz, the summit was also addressed by Portuguese
Prime Minister Durao Barroso and president of the OSCE
Parliamentary Assembly. Croatian Foreign Minister Tonino Picula is
the first speaker who will address the first plenary session.
