ZAGREB, Nov 6 (Hina) - The Croatian army will be based on skilled personnel, Prime Minister Ivica Racan said in parliament on Wednesday, agreeing with the defence minister that it was unacceptable to divide soldiers and officers
according to where they completed their training.

Responding to Croatian Democratic Union MP Ivica Tafra, Defence
Minister Zeljka Antunovic said the divisions he wished to impose to
the army, based on where someone completed their education, were
completely unrelated to the military's actual problems.
Tafra answered that he did not advocate any divisions, especially
not among officers, but that he was interested to know if the
national security and defence strategy would rely on personnel from
the former Yugoslav army (JNA) and the system in force at the time of
the former federation.
