Cooperation in Europe (OSCE) said on Sunday.

A senior OSCE official in charge of the Kosovo election, Susan
Cardunff, said she was satisfied with the turnout in the south
Yugoslav province but not with that of displaced persons from
Kosovo in Serbia and Montenegro, where the turnout was 14 percent.
According to a declaration by a Council of Europe mission of
observers, the elections were held in keeping with European
standards, mainly thanks to the political culture in Kosovo and
international and Kosovo observers.
The final results will most probably be released on Oct. 31.
According to the first estimates, President Ibrahim Rugova's
Kosovo Democratic Alliance is the winner of the municipal ballot.
