ZAGREB, Sept 5 (Hina) - The president of the Serb National Council (SNV), Milorad Pupovac, on Thursday called on the government to call by-elections for the units of local administration and self-government, in which he said
minorities were not represented proportionately to their share in the population.

(SNV), Milorad Pupovac, on Thursday called on the government to
call by-elections for the units of local administration and self-
government, in which he said minorities were not represented
proportionately to their share in the population. #L#
Pupovac told reporters that within 90 days from the announcement of
the census in mid-June the Justice Ministry was to have called and
organised by-elections in a number of municipalities and towns
where minorities live.
"As neither the government nor the competent ministry have done
anything since then, we have called the news conference to,
practically at eleven o'clock, remind them of their legal
obligation," Pupovac said, adding that the legal deadline for
calling by-elections expires next week.
He announced that the SNV would send a letter to the government and
the Justice Ministry with regard to the issue.
The legal basis for by-elections is the Constitutional Law on
Minority Rights and the Law on the Election of Members of
Representative Bodies of Local and Regional Self-Government,
Pupovac said.
