MOSTAR/BANJA LUKA, July 26 (Hina) - The first deputy of the international community's High Representative to Bosnia-Herzegovina, on Friday said the Dayton peace accords could be altered only by the will of citizens, through the
enforcement of domestic laws, and added that the international community was not interested in any changes of the Dayton agreement beyond that path.

Herzegovina, on Friday said the Dayton peace accords could be
altered only by the will of citizens, through the enforcement of
domestic laws, and added that the international community was not

Mr. Donald Hays said this in response to questions posed by deputies
to the Bosnian Serb entity's parliament in Banja Luka.
The American diplomat Hays is the first outstanding official of the
international community in Bosnia to publicly announce a
possibility of the Dayton accords' change. So far international
representatives have categorically refused any such possibility.
