The ratification of the Dayton Agreement is one of the conditions
that the Council of Europe imposed on Yugoslavia to be accepted as a
full member.
In an explanation recommending the ratification of the agreement,
the Yugoslav government noted that by signing the agreement a great
circle will be closed in the crisis in the Balkans and that the
agreement's ratification should be viewed in context of
Yugoslavia's determination to advance good neighbourly relations
and contribute the stability of the region.
The explanation further notes that Croatia ratified has the
agreement and that Yugoslavia should have done so long ago.
