dialogue.

The past few months have seen rather unguarded moves by social
partners that have shaken the belief in the possibility of social
dialogue, primarily with regard to "Partnership for Development"
agreement and talks on the new labour legislation, Vidovic said.
He claimed that the government should encourage negotiations
between employers and unions and that whatever was agreed should be
built into legislature, however, deadlines should not be seen as an
ultimatum but rather a guideline.
"Unfortunately, not all social partners are aware of the need to
talk. The level of dialogue can always be improved and we can all
learn something," he added.
Vidovic said there was a possibility he might not be Labour Minister
for long if his ministry was incorporated into the Economy
Ministry.
The seminar Vidovic spoke at was organised by the Association of
Independent Workers' Unions of Croatia. A national plan of action
and advancement of social dialogue was formulated at the gathering.
The document will be forwarded to the Economic-Social Council for
adoption.
The plan was drawn up on the basis of a study on social dialogue
which shows that social dialogue in Croatia is dominated by
exclusive stands, which leads to misunderstandings among social
partners and failure to adopt solutions.
