Racan said he would do his best to establish the new government as
soon as possible, and announced his talks with coalition partners
in the coming days.
The crisis of the government has been lasting for several days,
Racan said adding that he would try to establish the new cabinet in a
shorter period than the 30-day-long time term and win the support at
an extra-ordinary session of the parliament.
Racan told reporters after his consultations with Mesic that he had
a schedule of his following moves and that he would consider a
concept of the future government as a smaller and more efficient
cabinet, with a more distinctive division between administrative
and executive authorities.
The re-appointed PM said that, if not used for the constitution of
the following government, the concept should be applied on the
first occasion after that.
The current concept of the government does not suit a democratic
Croatia and parliamentary democracy, Racan said adding that
authorities should adjust the concept to principles of European
governments and thus come closer to models of the executive
authorities in the European Union.
"I am convinced that we shall have to have a smaller, more
operational and better organised government with stronger
integrative functions of some segments and with a more distinctive
division between government members who create some segments of the
policy and those who have executive authorities," Racan said.
He, however, admitted, that he first should consider whether it was
now possible to push the new concept when the government was faced
with the demand of the public for its greater efficiency.
Asked whether the new premier would be better than the old one,
Racan responded that he must be more energetic, and reiterated that
he was optimistic.
Racan said he would consult his coalition partners on the
composition of his following cabinet.
He added that all MPs who supported the government, including those
who recently set up the bench of Independent Liberals in Sabor,
would be represented in his cabinet.
Racan said he would try to open space also for experts who were not
party members.
He expressed his disagreement with some assessments that Croatia
was going towards an early election, because the government would
not win the sufficient parliamentarian support for the
implementation of reforms.
The re-appointed PM designate said he would not accept this duty,
had he thought that the new government stood no chance.
