"A fast uncovering, processing and conviction as well speedy
execution of the sentence contribute best to the prevention of
crime," the minister said.
Rapprochement with democracies with regulated legal systems
requires nipping in the bud any abuse of criminal authorities which
lead to the procrastination of trials and very often to the statute
of limitations.
Judges must therefore have an efficient instrument to enable them
to "control the situation in the courtroom", the minister said.
"Authority which is self-confident and believes in the
justifiability of its actions is never afraid to provide the judge
with a strong legal instrument. This is why this bill should be
understood as the sponsor's belief that society did not and would
not give in to criminal trends," the minister said.
