The international community's High Representative, Wolfgang
Petritsch, has imposed changes to the state and entity electoral
laws preventing previously replaced officials from running as
candidates in future elections.
A spokesman for Petritsch's office, Patrik Wolf, told reporters the
decision referred to those officials who were replaced in line with
decisions adopted by the Provisional Election Commission, the
Electoral Sub-Commission for Appeals or the High Representative's
powers.
Former High Representative Carlos Westendorp replaced Bosnian Serb
entity president Nikola Poplasen, and Petrisch used his powers to
replace the head of Bosnia's Croatian Democratic Union (HDZ) party,
Ante Jelavic, from the post of BH Presidency member.
Former active military personnel who have been replaced in line
with decisions made by the commander of the Stabilisation Force
(SFOR) will be banned from running in future elections as well.
The decision also refers to former members of the country's police
forces who have been replaced by the commissioner of the
international police force in the country (IPTF).
