ZAGREB, Dec 22 (Hina) - Croatia's Premier-Designate Ivo Sanader presented in parliament on Monday the new government and state administration concept according to which the number of ministries would be reduced from 19 to 14.

Sanader said he was confident the smaller number of ministries would
guarantee not just cost-saving but also government efficiency.
In the final bill on the organisation of ministries and state
administration, Sanader's Croatian Democratic Union (HDZ) proposes the
establishment of the foreign ministry, the finance ministry, the
defence ministry, the interior ministry, the justice ministry, the
economy ministry, the labour and entrepreneurship ministry, the sea,
tourism, transport and development ministry, the agriculture,
forestry, and water management ministry, the environmental protection,
zoning and construction ministry, the health and welfare ministry, the
science, education and sports ministry, the culture ministry, the
family, war veterans and inter-generational solidarity ministry, and
the European integration ministry.
Sanader explained in detail why a number of fields were joined into a
single ministry, for example the Ministry of Sea, Tourism, Transport
and Development, which he said would enable a better coordination of
the fields in question as well as a better exploitation of Croatia's
comparative advantages.
In the reform of state administration, administration would be
separated from the judiciary while a central state administration
office would be set up to perform expert and administrative tasks
pertaining to units of local government and self-government as well as
to the political and electoral system.
Sanader envisages the establishment of a development strategy office
and an office for e-Croatia, which should enable citizens to
communicate with public administration via the Internet, for example
in education, health and the economy.
Sanader said the HDZ also proposed the establishment of a central
office for the management of state property, whose first task would be
to list the entire state-owned property.
