"We agreed with Kosor to meet after the Croatian parliament and
government have been constituted so that the ZPH can outline proposals
aimed at improving the situation in areas of special government
concern," Kompanovic told reporters after a session of the ZPH
Steering Committee, which Kosor attended.
He added that 270,000 people had returned to previously occupied
areas, or 90 percent of the population, while about 20,000 still had
displaced person status.
"We are satisfied with the reconstruction of flats and houses, but
virtually nothing has been done to revive the economy," Kompanovic
said, adding that unemployment, which in formerly struck areas is 55
percent, was the biggest problem there.
After it was amended two years ago, the Law on Areas of Special
Government Concern "has become a piece of paper offering neither
rights nor possibilities in those areas," he said, adding that the ZPH
felt a new law should be adopted.
