goals, outgoing Foreign Minister Tonino Picula said on Friday.

Picula was speaking of the challenges and successes of Croatia's
foreign policy in the 2000-3 period at a Christmas and New Year's
reception for diplomats accredited in Croatia.
"Building Croatian society on the European democracy value system is
one of Croatia's most important goals," Picula accentuated in his
address.
He recalled Croatia's achievements on the road to the European Union
and NATO, highlighting the struggle against terrorism Croatia has
joined. Nothing must be used as an alibi for human rights violations,
he said.
The basic priorities in foreign affairs do not change at elections,
Picula said, voicing confidence that the new government would continue
Croatia's regional policy.
